A Pakistani Muslim owns a small motel near a large city.

A man and woman come in one evening. He is dressed in a business suit and is wearing a wedding band. She is about half his age, lovely in every way, and wears no rings. They sign in as "Mr. and Mrs. Smith," and want a room for a couple of hours. He asks for ID and they both decline.

He refuses to rent them a room.

OK?
 
Ok, but the muslim can't complain if somebody doesn't want to do business with him.

he certainly wouldn't be discriminating based on race, sex, creed, or sexual orientation.
 
He's losing business.

OTOH he's prolly saving on laundry or even new sheets, so it's a toss-up.

Does he always or often request ID?

Some states actually require it.

Then again...my wife and myself both go without wedding rings regularly. (She usually wears hers on a pendant.)
