You do not realize that:
"out of 13 percent of the entire black population"
And
"out of the entire black population which is 13% of the entire population"
Are not the same thing?!!!

Another reason to separate the races. That way, blacks and Hispanics are not penned up for life, and whites don't have to pay for the penning.
