I still like the shoot 'em in the balls approach. "Hey, I was aiming for the chest but somebody jostled my arm when I fired". It's hard to throw stuff when you've got both hands protecting your nads.

If he was committing vandalism...he got what he deserved.

If he was demonstrating, the event should be investigated.

The police don't shoot anything at simple protesters who are not causing any problem. If you are in a crowd that is pushing up against police when they take a stand, you are going to get shot, tear gassed, or hit with a night stick.
