True is the fact that if the girls face is blacked out, and not neccesarily because she is under age, then you are right that we can only assume that it may be that the person didn't want to be recognized for whatever reason, so it could be for that reason instead of it being because she is under age maybe.

Now if the girl with the blacked out face is under age, then it doesn't mean that anything was going on in the situation, but if she turns out to be one of the victim's then that will stand on its own merits down the line.
