Did you READ what I said? Yes, Brownsville, not Texas state, is testing folks coming in. It is up to towns--or Catholic Charities, because Abbott won't allow the feds to use existing resources.

Brownsville is a city in Texas, getting funds from the State.....like every other city does

Now there are thousands of other crossing a different locations all up and down the border, not entering at locations like Brownsville, and getting caught by the Feds, who aren't getting tested

Yes. There needs to be a lot more coordination on that front. It's a goddamned good thing the Catholic church is rich, because they have stepped up in AZ as well. FEMA grants have been available to shelters dealing with the immigrants there since 2019. In Texas, Abbott won't approve the funds. In Arizona, facilities have been reimbursed.
Hopefully, this new Covid relief act contains more $$ for this, now that Biden is not having asylum seekers wait in Mexico. Since Biden's administration started releasing asylum seeking families with almost no warning, border towns everywhere are scurrying to form partnerships with NGO'S to shelter, test and quarantine the increasing number who need it.

The only good news is that Mexico and Central America have lower Covid case rates than the US, so the # of positive folks has been small.

Hopefully Gov Abbott will get on board, because what he is doing right now is laying the expense on county and local governments and charities when the federal government should be paying for the testing and whatever else needs to be done. Remember tests are $100 a pop.
