It could also be activated on a discretionary basis after average daily crossings surpass 4,000 in a week. There would also be a limit on the number of days each year the president could invoke the authority.

First of all, Putin has won to the extent that he's held onto the Donbas and Crimea. That's ultimately all he really needed to win. Taking the rest of Ukraine was a longshot at best, and it really doesn't serve Russia's interests to get all of it.

By contrast, the West has thrown billions at the war to gain very little. The only success the West has had involves ruining Russia's economy to an extent, but it's come at the cost of their own economies as well. The only benefactors to the war in general have been defense companies. Everyone else (Western civilians, Russian civilians, and Ukrainians) has suffered.
