The government's jurisdiction / responsibility ends when vaccines are created, distributed, and are made available. This 'Door-To-Door' plan is a waste of tax dollars and can be argued to be a form of harassment and / or an invasion of privacy.

At this moment the government has not made it mandatory for Americans to take the vaccine. If the government tried to do so it would most certainly face immediate court challenges due to the cases of heart inflammation in young adults and the cases of individuals dying from the vaccine ON TOP OF these vaccines being given the government protection of being exempt from law suits as a result of these adverse / fatal reactions.
