The concept of a Vote Certification arose in the widely publicized Wayne County matter of the valid Nov 17 election results certification. Relatively Lily-White Livonia, MI, had a lot of problems. The Republicans on the certification board blamed Detroit, never mentioning that real source of any discrepancies. The way the certification rules are set up, they only have the ministerial legal function of passing along the vote count to the State Board. They have no discretionary powers vested in their reporting function, state rules. Certifications seem to be dubious route to follow in lawsuits, so-far Republican attorneys more likely facing sanctions for lying about nearly everything.
The Trumped-Up Administration is not setting up to be regarded an historical precedent about much of anything.

New York reporting is mostly just late by comparison. So likely 11/20 the national total plurality shows 21,000 more votes for Biden than for the now sitting challenger--also reported all over. Finding 7 mil. votes and more to reverse is nowhere thought to be even thought, "Maybe."
Soon the Republicans are likely to become a part of history(?)!
