Is it making "it easy for them"?
This is just simple minded solutions for complex problems. The solution doesn't seem designed to stop the sex offenders, it seems designed to make simple minded people feel good about themselves.
What other countries have such ridiculous laws that force these people to live in tents? None in Europe, that I know of, and are they seeing higher numbers of sex offenses?

Here's a way of actually dealing with the problem.

"While it may seem publicly appealing to put convicted sex offenders in prison for long periods and to make that experience hostile, this doesn’t work to reduce risk of reoffending and may instead increase their risk by increasing

See the last one? Those who have "emotional isolation" are more likely to reoffend. Sending them off to tents might be more likely to see them reoffending, not less likely.

And here's the biggest problem, and why the right wing tends to just want to stick them outside of town in tented communities rather than actually DEAL WITH THE PROBLEM. It costs MONEY.
