When an economy collapses, the currency velocity of circulation slows, causing prices to drop, making currency appear strong. The same happened here in 2007, massive recession & job loss caused oil, stocks, gold & housing prices to crash.

The ruble is high but that doesn’t actually mean good news for the Russian economy OR that sanctions aren’t working.

 
The ruble tanked, which prompted Putin to implement insane restrictions to stem the gushing blood of capital flowing out of the country, and in turn reinflating the ruble. So while the ruble is now strong against every other currency on the planet, you can't actually convert it into anything.
