They are not. But long-range, American weapons, striking deep into Russia, is a trigger for Russia to start using them. They will, rightly, conclude that they are in a shooting war with us. It won't matter that it wasn't an American finger on the trigger, but it will matter that the weapon was given to the Ukrainians for this explicit purpose.
