First, he didn't treat "Asian-Americans" like animals. He removed the Japanese from a potential war zone, which is exactly what ANY country would have done. Read up about what Stalin did to the Volga Germans sometime. OR what the Japanese did in countries they occupied.

Secondly, FDR did quite a lot about Europe prior to 1941, given he was hamstrung by the Neutrality Act.
