Carson is also ignorant of the fact that the United States is a Constitutional Republic, not a democracy, where citizens' rights are not subject to “a popular referendum,” but subject solely to the rule of law.

Americans are citizens of the United States first and foremost, their inalienable rights protected by the jurisprudence of the Federal Constitution, immune from the capricious whims of “a popular referendum.”
