There was a GIGANTIC effort poured into ACA by many people: politicians, healthcare providers, insurance companies, state governments etc. To have at least SOME clue about what policy implementation on this scale takes is to understand that people were invested in this and they did want to get something worthwhile done.

And millions just like me want nothing to do with it, but yet again it was forced. And it was designed to fail… Jack weed
