Austin, Asheville, or Redding?

A friend of mine plans to move in the near future and these are three places that she is considering: Austin, TX; Asheville, NC; and Redding, CA

She would prefer a relatively urban location where taxes are not too high. I keep telling her to move to NYC, but she won't hear of it. She wants to buy a nice-size house with a big garage.

Any advice?

Lots of high tech companies, great music, college town, and it's the state capital.
