The problem Montenegro has, that although it has gun laws, it's allowed a culture to develop that has a high gun to population ratio but only because many are illegal. It ranks sixth globally for illegal weapons per capita.

So the guy has an altercation, goes and gets his gun, kills 12 at different locations and then shoots himself.

So if you don't enforce your laws and you allow a culture to develop like that, then that's the result. Americans think it's just the guns, they don't realise it's culture and enforcing the gun laws.
