IMO, it depends on the job.

if she were in an office, no problem.

if she were dealing with the public, (bank teller, etc), I can see a problem.
 
I dont think they are so innapropriate, but the employer has the right to want employees to follow dress code guidelines I suppose. The Employers business is a Brand, and the employees are part of the face of that brand. The employer should have some say in that no?
 
In general, people just can't dress themselves anymore.

Back in the day, tattered jeans and a tee shirt were mostly relegated to puttering around the garage and garden, going to the park to play ball, and other more chore related activities...Perish the thought that you'd go to any social functions or an establishment more upscale the the corner dive bar dressed as such.

Now you regularly see people walking around in pajamas.

Any sense of presentability and panache is next to dead.

I'm the wrong person to ask. If I leave the house, it's long pants (usually jeans) and a collared, button down shirt...
