I haven't heard that term used lately. At least Bill Clinton was "smart" enough to not leave his fingerprints on Filegate. BHO's stooge Holder is so stupid that that he signs the affidavit against Rosen and then claims he is opposed to (and never heard) of it! Meanwhile, BHO continues to claim profound ignorance. Maybe we should believe him...
