This type of behavior, is not about the cops there, it is about the entire city government. For this to become the practice, it needs to be all the way to the top.

No street cop would do this on his own. Any shift commander worth anything, would tear his head off, the local prosecutor would be pissed as hell to even be asked to prosecute this, the local judge would throw it out, the local press would make a laughing stock of the whole force, the mayor would fire everyone involved.

For this to become the way things are done, the fix has to be in, across the board and all the way up.
