I wish I could say I'm surprised by what's being reported but I'm not. Trump's outburst when Anthropic refused to allow modification to the terms of use of their software before the deadline was even reached gave me pause. Him declaring that use of Anthropic's software is now prohibited was basically the threatened follow through on the loss of $200 million to Anthropic in government contracts, but while I realized that it takes months to extricate a software product such as this from one's system, we did not know on Friday that we were mere hours away from the U.S. striking Iran.
I guess time will only tell if perhaps they were trying to get permission ahead of their plan to use it in a way that violates the terms of service (the attack against Iran) and when they didn't get it, went ahead and did what they wanted to anyway. If this report is true, then they are using it even after it was banned, which I imagine is in direct violation of their contract agreements, in the very least.
