Treaties have nothing to do with our sovereign right to intercept and obliterate narcotraffickng.

I wonder if your question is actually whether we have a Constitutional basis for the laws cited by the Administration for taking these actions against narco terrorists.

Frankly, I don’t know. There is, perhaps, a sliver of difference (if any meaningful difference at all) between the harm caused to the American people by cartel drug running and the harm caused to us by an imminent threat of military-type attack.

But as far as I can see, the question about legality of the President’s directives in this matter is moot. By that I mean who exactly has legal standing as an allegedly aggrieved party to challenge the actions? The dead narco-terrorists? Their Cartels? Their family members? The government of Venezuela?

Those particular crews (and their speed boats) won’t be engaged in any further drug running. That’s for sure. And the cartels might soon find a bitter reluctance in their gangs to replace the ones blown to bits.
