Sderot, Be’er Sheva and other cities in the south of Israel, as well as elsewhere in the country,
military bases and other installations are located in or around residential areas, including kibbutzim and villages. During Operation Protective Edge, there were more Israeli military positions and activities than usual close to civilian areas in the south of Israel, and Israeli forces launched daily artillery and other attacks into Gaza from these areas along Gaza’s perimeter."
