As the article I posted noted, FDA inspection probably promotes unsafe food because it shelters food companies from lawsuits. If these companies were sued for hundreds of millions of dollars following their products infecting a few thousand people with salmonella, they would be a lot more diligent about preventing bacteria from growing on their products.
