Our Emergency Orders forbid gatherings of more than ten. I don't know that anyone has been arrested, but Orders can be enforced. Otherwise, they wouldn't be Orders, would they?

Except in the case of Insurrection or invasion the Bill of rights is the rule of law. No where does the Constitution give ANYONE the power to shut down a State Except in Martial law or war.
