Thats not how they are trained. In fact this was an example of poor training. The gun must be in a threatening position such as high ready

An armed individual fighting cops is threat.
It has to be an imminent threat for serious bodily harm or death. When he was disarmed there was no such threat. The agents had him down on the found he was in fact helpless when shot

Not when fighting with cops. The gun is illegal. MN also does not allow you to conceal a weapon in commission of a crime.

Not legal to carry in the commission of crime. Protesting in the street without a permit in MN is a crime.

Interfering or hindering officers is crime in MN.

You never need to get the governments permission to protest.
 
Not permission to protest - but where you can protest - to insure your protest doesn't impact other citizen's rights and orderly society.

Nobody was stopped from doing anything. Protests are not supposed to be by design "orderly".
