Actually Mr. Romney didn't bring up Algeria in the 3rd debate. He bring up northern Mali. And our Presidents' quote was "We ended the war in Iraq, refocused our attention on those who actually killed us on 9/11. And as a consequence, al-Qaida's core leadership has been decimated."
