There are far too many Negroes in Africa. If we can't get them to reduce their birth rate, at least we should do nothing to reduce their death rate. We should not intervene in their conflicts unless it is clearly in our interest to do so. Whenever there is a famine or an epidemic we should give them no assistance at all.

The world would be a better place with a lower Negro population. I cannot think of anything those people are good for, but to serve as subjects for anthropological and sociological studies. We could do that with five or ten percent of the Negro population.
