But he became a very ( very ) wealthy man before he even reached Moscow .
When he was number two in St P, he made an untold fortune by skimming both the relief funds for incoming goods when Russia was broke in the early and mid- nineties and by controlling all the Casinos in the St P Oblast . Another Skimming Scam .

Over twenty years later someone like Navalny was as important to him as a buzzing fly who needed swatting every so often .
In fact he probably gave Navalny almost as much rope as he thought he wanted , in order for Navalny to be the visible face of opposition . That way he killed many different opposing forces through one simple operation --- just toying with Navalny as and when it seemed necessary .
Before imprisonment he probably preferred Navalny alive and occassionally kicking just to remind the world that there was some "opposition".
