China has poisoned it's own country already with rampant, unregulated rare Earth mining. As they drag their feet cleaning up the disaster they created they are full speed ahead doing the same thing in Africa. The weaker African nations are trying to push back, but no one knows how successful that will be. Add to that the Chinese willingness to exploit child labor you have a human and environmental catastrophe in Africa.

Some might push back, but most leaders in Africa are just in it for personal wealth gain... and China knows it

This is Uncle Sam's way of saying he's pissed off for wasting trillions of dollars over the last 20 years on wars in the Middle East instead of doing exactly what China has been doing which is expanding mining operations around the world, it looks like.

Africa (parts) is happily swallowing the poison pill that is Chinese "aid". China is basically bribing them to make them a colony to be plundered.
