But, there needs to be a legitimate purpose.....not just that other presidents have done it.

Actually the law does not state there has to be a purpose. But, with inauguration investigation, the Emoluments Clause investigation or the Russian investigation plus others, are definitely probable cause in the eyes of the blood thirsty Dems.
