Because I can't tell at all. We all know most people don't read past a headline and a headline sets up the reader to absorb information in a particular way from that point on. They completely changed the setup, it wasn't like they just reworded it, they flip flopped the entire meaning.

It's like if they had a headline "Biden destroys America with flood of rapey illegals at the taxpayers expense" then changing it to "Biden saves impoverished migrants from tyranny to give them a better life".
