They don't even know the formal financial status of SpaceX, it's a private corporation (like Twitter) who's accounts, debt situation etc. are secret yet NASA actually entrusts the company with huge publicly financed projects.

Elon Musk is determined force a shut-down of the federal government. As a foreigner, Musk only has a rudimentary understanding of how the U.S. Government operates.
