In 1988, South Korea was hosting the Summer Olympics and Korea was expecting something they never experienced before, huge crowds of foreigners not wearing green.

In 1988, Korean taxi drivers were renowned for their abusive manner and less than honest practices. In an effort to curb their behavior, the Korean government mandated complaint cards in every taxi. Foreigners (and Koreans presumably) could report conflicts with taxi drivers on those cards.

The card holders were labeled in Korean and English, but the whomever did the English translation went a little nuts with his thesaurus.
