What we have seen is Trump promising aid to Ukraine that never quite gets delivered. And stating that Russia has to come to the negotiating table. Then suddenly he is now saying that Ukraine simply has to surrender. I think I know how this came to be;

Trump negotiated a framework for talks. Zalensky does not want to agree to that framework which is meant to be a starting place just to get the parties to sit down and talk.
