Bringing the total spending up to $3.517 trillion.
If we subtract Obama's numbers (about $140 billion)
and the outstanding TARP (at least $479 billion), we're left with Bush's ending total.
About $2.9 trillion.

Stop telling me that ESAs were included....they weren't..you can see the Discretionary Budget Items itemized. The WoT appropriations were for non military needs, like embassy security for example.
