Jeff Sessions did not appoint a special counsel in this instance — instead, he assigned John Huber, the U.S. Attorney for Utah, to review and investigate several matters that some Republicans wanted prosecuted.


🧭 What Sessions did — and whom he tasked​

In March 2018, amid Republican pressure to appoint a second special counsel (similar to Robert Mueller), Sessions declined to do so. Instead, he directed John Huber to examine:

  • Allegations that the FBI abused surveillance powers in the Carter Page FISA warrant
  • Claims that the DOJ and FBI showed political bias
  • Accusations that the FBI/DOJ failed to adequately investigate Hillary Clinton’s ties to a Russian nuclear energy agency
Huber was empowered to bring charges if warranted, but this was not a special-counsel appointment — it was an internal DOJ review by a sitting U.S. Attorney.


🧩 Why this mattered​

Republican lawmakers wanted a special counsel because that role is more independent and operates outside the normal DOJ chain of command. Sessions instead kept the matter inside DOJ, which some saw as a way to avoid escalating the situation into a politically explosive special-counsel investigation.
