The NWS issued a warning 12 hours before the flood. And again specifically for that area 3 hours prior.

I lived in that area for many years. The ground cannot soak much water, and there are no mountains/valleys. When it rains hard it will flood everywhere.

That river rose 26’ in under an hour. There is just no way word can get out that quickly.
