No, the swing states broke the law when they failed to go through their state legislatures when it explicity states, in their constitution, that they must go through state legislation to enact law. They broke that law.

1. That the US constitution dictates the State Legislatures as the sole authority in setting rules for selecting Presidential Electors.
2. That changes to absentee rules by either a State's judiciary or Executive is against the Constitution because of 1.
3. That if the rules aren't followed there has to be a remedy for States that were impacted by 1 and 2.
4. There are no accusations of said changes in those States causing issues, and even if so other States are free to sue as well if they see fit.
