Pays for deadbeats and non producers. I never ever signed on for that and I can’t see how a municipality can legally just stick charges on your bill to “Empower” other parties .

It is the same as the brown turd Obammy sticking a tax on medical equipment items so that can be added to the Unaffordable care act for the non-producers.

House votes to repeal Obama-era tax on some medical devices
WASHINGTON (AP) — The House has voted to repeal a tax on some medical devices that has helped finance President Barack Obama’s health care overhaul.

Revoking the 2.3 percent tax has been a longtime goal for Republicans and some Democrats from states that are home to device manufacturers. Tuesday’s vote was 283-132.

This is not an unusual thing. In fact, every electric utility company I’m familiar with, including the one I work for do this. It’s a means of trying to recuperate a percentage of the unpaid bills over time. It’s approved by the state’s Department of Public Utilities every time the company asks for a new rate case.

The alternative to this fee would be companies setting far stricter limits on how far behind a customer could be before their meter is locked out and their service suspended.
