You do not have to have a physical presence in an area, for it to be considered "occupied". If a foreign force has "effective control" of a certain area, that area is considered to be under "occupation". And Israel controls 80% of everything that goes in to (and out of) Gaza.

The blockade, BTW, is "collective punishment" against the entire population of Gazan residents. And that is a war crime!

This way Israel gets cheap slave labor and the Gaza inmates can hopefully make enough to feed their families. ..
