Cops are given extraordinary powers over other citizens so they have the responsibility to use extraordinary judgement and restraint.
Just saying that they have a right do defend themselves isn't enough.

Look at the cops in the UK when dealing with the nutter that beheaded that poor woman.
No shots were fired, they took him into custody.
