France is the reason America is free today not Russia. Their rivalry with Britain surely a major impetus as they didn't want them to expand their influence.
Also, from what I understand the fleet was there being parked away from any danger from the Brits, not to be involved in the U.S war.
Many countries offered assistance during your civil war, most rejected for numerous reasons (such as a nation sending elephants to help in the war etc)
