A "State Lot" is most likely referring to the Homestead Act of 1862. Since in 1865 the man was 18, it's unlikely he did all of this since he had turned 18 as the Homestead Act gave the land to one 18 or older.

Most likely it's all fake.

But few people read things and are curious about what they have read. In 1865 an 18 year old if he was lucky was dragging himself back home from the war.
