It was legit, from the get go. It was passed on first vote in the Republican controlled house 121 to 33. There are only 62 Dems in the whole house, with 88 Republicans. Republican Senate saved his ass on a political decision, not some show of faith the the vast majority of the Republican controlled house was wrong.

I suspect his aids that report him were close enough on the inside to know what he did was wrong and against the law. Also, he actually did try to intervene in his friend's law suit, only dropping out of it after what he had staff doing, became public knowledge, forcing him to drop support, from a AG standpoint.
