They definitely are and the states who participate in expansion want to enroll more of the working age Medicaid expansion group - because the federal government reimburses that group at 90% and reimburses the original Medicaid group with a much smaller percentage. Some providers participate in the scam, and therefore some states pull in a bunch of federal government money they can use as they please to do things like fund healthcare for illegals. This is definitely something CA does to fund healthcare for illegals.
