They need to have prisons set up with they can turn on cold and I do mean very cold water sprinkler systems to take care of such events.

Just pull the guards back to the covered position sand start high pressure streams of 50F degree water and folks will start behaving pretty damned fast as hypothermia sets in.

I remember at least 3 times when riots got so bad at the NM state prison the guards basically pulled out and had to let the inmates work things out on their own.
