Fed cops on the street ain't gonna do much for the YN problems.
They need wholesome activities that aren't criminal.
Also, the D.A. around there needs to keep some of the bad ones locked up.
Bottom line:
The problem is parents either not wanting to, or being afraid of the State for whooping the kids' asses when they're little.
Pop 'em a couple times when they're young and they learn, don't and they won't.
Then the law has to pick up the pieces of a failed parenthood.
