I live near that shit hole. The rat problem is already incredible. Near HWY 360 and 2244 there isn't even a camp, but an area where the bums beg. The trash piles up there and the corner is infested with rats. It's an otherwise rich suburban neighborhood. The reckoning for the left is coming soon. Every city they manage becomes a shit hole. For a portion of the homeless in the US, the ACLU can definitely be blamed. The institutionalized mentally-ill were cast out of mental institutions because the ACLU forced the institutions to free those individuals who had been committed to them. Those tossed out were incapable of holding down a job and thus couldn't pay for housing. Others are long-term drug addicts. When out and about, I regularly pass by people who are clearly suffering from long-term drug abuse psychopathy. Others are schizophrenics that aren't on meds or the meds they do receive aren't working due to the individuals severe condition. Then, there's a portion that actually want to stay on the street and have admitted it. They prefer being "off-the-grid." Then, there's the criminal-on-the-move element. They know the law is looking for them and aren't about to settle into a residence. Getting the severely mentally-ill back into well maintained institutions would alleviate some of the problem. As for the drug addicts, I'm not that sympathetic. 1. They knew the substance was illegal when they bought it and didn't care. 2. They knew that the substance was addictive and didn't care. So, I have little empathy towards them. Turning some old abandoned warehouses into cheap housing with group showers and four beds per cubicle, would help somewhat. Also, find out if any are illegal migrants. That can be solved by simply sending them back to their point of origin.
