If you do a lot of shooting in a group setting, broad application of this law could interfere with that. Of course it would seriously increase "illegal" training and probably blow up the gun market. We know how well "bans" work.

Technically, no. But we've seen how anti-gun politicians will twist the wording and make up their own rules.
