The reasoning behind the possibility of Pelosi holding back the articles, is that she knows the impeachment is dead in the Senate. She wants to use that ploy to attempt to gather more evidence or look for loopholes. She probably also knows the House proceedings were a sham and a farce, but she'd never admit that.
